Are federal agencies buying ammo to drive the prices up?

There have been a lot of reports in the past couple of years of federal agencies, usually ones you wouldn’t expect to, buying large quantities of ammunition.

Congressman Mick Mulvaney, via Politchicks, has a theory on that:

Mulvaney also shared his views on why the federal government has purchased so much ammunition in recent months. He explained that after researching the subject for over a year he had concluded that it was being done in an effort to drive up the price of ammunition. He also explained that the lead needed to produce the bullets was now being purchased from China as the last source in the United States had recently closed its doors.

Does this sound plausible to you?
